Rule Parameter Column
This column defines the rule of the parameter. Allowed types are:

Committed - designates that a given count (as defined in the Rule Value column) of the identified resources will be committed when the given rule is active

Committed MW - designates that a given total MW of capability (as defined in the Rule Value column) from the identified resources will be committed when the given rule is active

Generation MW - designates a limit on output from the list of units defined in the Rule ID

Upper Limit - for multi-link transfer limits; designates the Upper Limit for the group of Links

Lower Limit - for multi-link transfer limits; designates the Lower Limit for the group of Links
