Rule Value Base Column
The options for this column are:

Demand - the actual rule value used by the model will be [input Rule Value] * [Demand]. The demand used will be whatever is specified in the Type and Type ID columns. This allows users to base not only the execution of the rules but the value of the rules on the demand.
This column is especially useful to apply a constraint whose limit is a function of demand. For example, to set an hourly limit on the total generation of some group of units as less than 20% of demand, set Rule Parameter to Generation MW, Rule Relation to <=, the Rule Value to 0.20, and the Rule Value Base to Demand
