Second Accounting Emission Rate ID Column

The Second Accounting Emission Rate ID column specifies a reference pointing to the ID column in the Emission Rate table.  When populated, this accounting emission rate will be used in post-processing for emission rates/costs.

Like the Accounting Fuel column, the resource dispatch is done using the standard primary and secondary emission rates.  Then, based on the emission rates/costs for the primary/secondary fuel, the model will calculate the total cost for the resource using the accounting emission rate/secondary accounting emission rate (if these are defined).  The Total_Emission_Cost in the Resource output will be populated with the accounting emission costs (when applicable).

 NOTE: Accounting emission rates can only be specified if a corresponding base emission rate exists. If no regular emission rate ID is defined the accounting emission rate will be ignored. In addition, all emission types specified for the accounting emission rate ID must also exist in the base emission rate ID. For example, if the accounting emission rate ID references NOx, SO2, and CO2, but the underlying emission rate only references CO2, the model will ignore the accounting emission rate. Furthermore, if the accounting emission rate resolves to 0 for any given hour, the model will default to the underlying emission rate.

Zonal prices and dispatch results are not affected by the use of the accounting emission rate columns - only the post-processing is adjusted.  If accounting emission rates are used, those emission costs will also flow through to the Portfolio logic when applicable.

 NOTE: If a resource with accounting emission rates defined participates in an emission constraint, the accounting emission rates will be used for the constraint.
