Facility Ramp Up Charge is a charge applied to ramping up. This charge can be used to approximate the maintenance/wear-and-tear cost of ramping. The charge is applied to all Ramp between the Min Operating Factor × Max Operating Level and Max Operating Level. The cost incurred is reported in the property Ramp Up Cost.
