Description:	Maximum production as proportion of primary output

Process Primary Output Operating Minimum Coefficient applies to each Facility implementing the process through the Facility Primary Process membership. It sets a limit on production as a proportion of the nominal capacity of the Units Operating at the Facility. For example. if you want to cap the production of the Primary Output Commodity to half the production capacity set this value to 50%.
