Constraint ID Column

This optional column points to the Set ID Column in the Constraint table. This column will only be used if the Constraint and Emission Price tables are included in the study.
The constraint applied here will be used in long-term studies to make build-out decisions, and will also flow through to the RMT tables that are created as a result of an LT study for use in subsequent non-LT runs.
NOTE: This column may have multiple values entering the ID in a comma delimited format, e.g., "NWPP,ORGHG".
