Fast Start for Spin
Column Type = Boolean
This optional column is used during Pool-based Commitment to flag resources that can provide spinning reserve while off-line (available, but not dispatched). The default value for this field is False (if this column is not present or the field contains a NULL value).

NOTE: When using Commitment Optimization, this column is not utilized for ancillary services calculations. To setup an ancillary product for spin reserve, see the Ancillary Services table.
