This column is used to govern the selection of initial resources that are put in the system before the first iteration of a Long-Term Study. It is only used when Use Reserve Margin Capacity Targets is selected. By default, the model meets the Planning Reserve Margin Targets before the first iteration by selecting the new resource options with the lowest total fixed cost until all pool and zone targets are met (or resource options are exhausted). This input column can be used to override the initial build decision to get a different starting point for the long-term study.
Use numbers greater than 0 to rank the new resource options, with a lower number indicating that the option should be picked before an option with a higher number. If two new resource options have the same priority number, the tie will be broken using the fixed costs. The model will use up all available options that have a preference specified in this column before it will use any that have no specification. The column is only used in the initial balancing before the first LT iteration.
