The Offline Ancillary Up Time column represents how long (in minutes) it will take for an offline unit to be online enough to provide ancillary services. It basically acts like a Boolean for each product, determining whether or not the resource can contribute to the product while offline.
For example, if a resource has a Offline Ancillary Up Time value of 30 minutes in the Resources table and participated in all four of the products shown below, then when it was offline it would only be able to contribute to the NonSpin product (since for Spin, RegDown, and RegUp the Time Length < 30).
NOTE: This field is only used for Commitment resources. A resource which is cycling is assuming to be able to ramp up quickly.
NOTE: If you specify this variable's FUEL reference, the value in the Fuel Table will be applied.
