This contract type will report no energy and will only account for a capacity charge. The capacity charge is input as a monthly amount.
On a monthly basis, [Cost] = [Capacity Cost]*[Capacity Cost Shape]*[Energy Max]*[Monthly Shape].
On an hourly basis, [Cost] = [Capacity Cost]*[Capacity Cost Shape]*[Energy Max]*[Monthly Shape]/[Number of Hours in Month].
