Resource Economy Energy Contract Type
This contract type executes when the unit is available but not running (i.e., displaced by the market). It will execute when resource Capability > 0 AND resource Output = 0. This contract is typically used in a situation where there is a requirement to pay the zone price * resource capacity for all the hours the resource is not dispatched because it's uneconomic. This contract does not execute if the resource is on a maintenance or random outage.
