Heat Rate @Max Column

The Heat Rate at Maximum is the net heat rate at full output for the resource. This will reporte what the fuel burn would be if the unit ran at the top of that segment/unit.
If an upper bidding block (UBB segment size and UBB heat rate) is specified for a resource the full output for the resource does not include the upper bidding block segment. The full output heat rate is specified as an input for a resource in the Resources Input Table in the Heat Rate column.
