Incr Cost Column

The Incr Cost is the variable cost (fuel plus variable O&M) of the second heat rate block (the block between the minimum and any UBB block).
When using the Heat Rate Segment logic, the incremental heat rate is used to calculate cost and will only be reported for Report_Level = Segment.
