MinGen Dispatch Cost Column

The dispatch cost used for the minimum generation segment. The value is derived by subtracting the input Min gen back down penalty (adjusted for inflation) from the unit’s segment 1 dispatch cost. At higher penalty levels (more negative dispatch cost), it becomes less likely the unit will run below minimum generation levels.
