Commitment Shift Factor Tolerance Column (optional)
Column Type = Single

This optional column determines the Shift Factor Tolerance used in the constraints solving the unit commitment for the region the aggregate area is assigned to. This column defaults to 0.01.  If a value lower than the global shift factor tolerance is specified, the global shift factor tolerance will be used.  When used, the same value should be specified for all aggregate areas in the same region.

Using this column offers improved run times for the commitment solve by specifying a value higher than the global shift factor tolerance (at the expense of some loss in precision) but it may be desirable to use a higher value for 2nd or 3rd tier regions that are not the primary focus of a study.  

NOTE: This column is only used with commitment optimization and when Solve Representation = Region.
