This optional column is used to define the quantity of flow (capacity) between areas for the wheeling rate defined in the record in the positive direction. Units are MW and the entry cannot be negative.
Example: On the tie flow from West to Central, the first 100 MW will have a wheeling charge of $0, the next 80MW will have a $25 charge and any flow over 180MW will get a $48 charge.
The total cost for 200MW would be 100MW*$0 + 80MW*$25 + (200-180)MW*$45 = $2,900.
The total cost for 400MW would be 100MW*$0 + 80MW*$25 + (400-180)MW*$45 = $11,900.
