Allow Infeas Repair Column

When Enforce shadow price cap with penalty vars is selected, the model will have the option of relaxing branch limits when the shadow price on the branch reaches the shadow price cap or is otherwise infeasible. This column is used to disallow that relaxation for specific branches. When the value is set to False the model will not allow the branch limit to be violated. The default value when not specified is True.
