The average of the wheeling charges for the path during the specified time period. The wheeling charge reported will be the incremental cost of wheeling power based upon the current flow level. The area-to-area links within a zonal link are preserved (tiered) and used accordingly.
For example, suppose ZoneA contains Area1 and Area3 and ZoneB contains Area2 and Area4. Individually, the area-to-area links for a specific hour look like this:

The reported Wheeling cost for this zone link would be $2.00.
