The fixed cost in thousands of dollars. This is expressed in nominal dollars and is independent of the time period.
The Fixed_Cost is calculated as the sum of Fixed_Cost_Base, Fixed_Cost_Aux1, and Fixed_Cost_Aux2. In a Long Term Capacity Expansion study, Build_Cost is also added to this summation for new builds.
