Resource_Forced_Outage Column
Units = Average MW
The average number of megawatts for resources on forced outage in the zone. This column reports capacity derates from the Risk Outages, standard FOR Derates, and the Daily Change Table.
Note that if a resource has both a maintenance derate and a forced outage derate, the maintenance derate will take precedence. For example, a 100 MW unit with a 10% FOR and a 10% Maintenance Rate will have a capability of 100*(1 - .1)*(1 - .1) = 81 MW. The Resource_Maint_Outage reported will be 100*.1 = 10, while the Resource_Forced_Outage reported will be (100 – 10)*.1 = 9MW.
