Use Nameplate Capacity for MW-based Commitment Input

This option is used to specify that Start Up Costs, Start Fuel, Online Cost, and Shutdown Penalty inputs are based upon Nameplate Capacity instead of base Capacity.  If Nameplate Capacity is NULL/blank, the Capacity value will be used.

NOTE: When using ramp rates with the Nodal Capability, the current hour’s constraints (maximum resource capability) will be based on the previous hour’s nodal output for each zonal resource that is mapped to one or more nodal generators.
