Generator Cleared Offer Cost is the cost of Generation as seen by the Market Operator and is defined as:

Cleared Offer Cost = ∑ ( b ) ( Offer Price_b × Offer Cleared_b ) + Offer No Load Cost × Units Generating

Note that Offer No Load Cost component here refers to the Offer No Load Cost input, which is based on a Heat Rate and doesn't include any Emission costs which are part of the Offer No Load Cost output.
