Description:	Level of detail for Generator heat rate modelling.

MT Schedule Heat Rate Detail can take the following values:

Detailed (value = 0): Generator heat rates are modelled according to their definitions, with level of detail controlled by the Generator Max Heat Rate Tranches setting.
Simple (value = 1): Generator heat rates are simplified to a no-load cost plus single band of marginal heat rate at Generator Max Capacity.
Simplest (value = 2): Generator heat rates are approximation by the average heat rate at Generator Max Capacity.

Note that Heat Rate Detail is defined on both Phase object and Production object. Heat Rate Detail that is on Phase object overrides Production object settings unless phase's dropdown on Production tab has Production object explicitly selected.
