Description:	Minimum load if any load is cleared.

Purchaser Min Load is the minimum Load that must be cleared if any load is cleared at all. It is similar to the Generator property Min Stable Level.

NOTE: Defining this property will result in the addition of binary decision variables to the mathematical programming problem.

For the example in Table 1, the Load is allowed to be zero, or in the range 350-496 MW only.
