Description:	If elements in the Generator Contingencies and Line Contingencies collections are considered for dynamic risk calculations

Reserve Dynamic Risk toggles on/off consideration of dynamic risk in the ancillary services co-optimization. With this switch toggled on, the Risk for each class of reserve considers the maximum of:

Generation plus reserve provision from the Generators listed in the Generator Contingencies collection,
Generation plus reserve provision from the Batteries listed in the Battery Contingencies collection; and
Flow on the Lines listed in the Line Contingencies collection.

Note that the contribution of Flow to the risk is determined by the properties Flow Forward Coefficient and Flow Back Coefficient. Generation risks may also be lessened by a Risk Adjustment Factor.
