Second Fuel Adder

The Second Fuel Adder column allows the user to specify an adder to the fuel price for a resource when a second fuel is being used. The fuel adder is entered in the units of the fuel (ie. $/mmBTU).
The final Second Fuel Price = Second Fuel Multiplier * (Second Fuel Price + Second Fuel Adder).
NOTE: If the column does not exist in the table or the value is a null (no value) the adder will default to zero (0).
