The Shutdown Penalty column allows the user to define an additive penalty (in $/MW/Shutdown) that is applied when a unit is considering decommitting. It can be used to influence the decommit decision on commitment units, independent of the commit decision, and can be useful to reduce the number of startups for some units.
The Shutdown Penalty only applies to non-cycling units and not to short time commitment units. This value only impacts decommitment decisions in the model for the standard economic based commitment logic, does not apply for pool commitment logic, and only applies to non-cycling units, not to short-term commitment units. As a shutdown cost penalty, it is only a mechanism to influence the decommitment decision, and is not a true cost as the effect is indirect. Therefore, it is not reflected in resource cost and value reporting. (Refer to Commitment Logic for more information on the different commitment methodologies.)
This column is impacted by the Use nameplate capacity for MW based commitment input setting.
NOTE: The Use bidding logic switch must be set to apply bidding logic to the study, located in the Resource folder of Simulation Options. The use of bidding logic will override any general resource dispatch margin specified for the study.
NOTE: If the FUEL reference is specified for this variable the value in the Fuel Table will be applied.
