Spinning Reserve MW Reqt Column

Optional column for the spinning reserve requirement for the pool, input in MW. The Spinning Reqt column (input in percent) must be blank or 0 to use this column.
This value is used in the pool unit-commitment method to determine the level of spinning reserves required for the pool. The capability supplied by cycling and committed non-cycling units must be enough to satisfy demand plus the spinning requirement in all hours.

NOTE: This value is only used when the Dispatch and Demand setting Use operating reserves is selected.
