Description:	Maximum unit operating capacity

Facility Max Operating Level defines the nominal Production capacity of each unit at the facility. Together with Units this defines the Installed Capacity of the facility. The Unit of Max Operating Level is controlled by the Facility Capacity Basis setting and is either based on the Primary Output or Primary Input Commodity of the Primary Process performed by the facility.
