This optional column is used for Long-Term studies to limit the changes in retirements allowed for each iteration, so that the amount of retirements allowed ramps up to the input pool retirement limit by the minimum iteration number. Generally, when this column is set to True fewer resources will be retired. When the column is NULL/blank, Aurora will determine whether or not to limit the retirement changes from iteration to iteration, typically based on the number of resources eligible for retirement (when there are only a small number eligible, this value is set to False), and in most cases will choose to limit the retirement changes. Often times, setting this column to False (not the default behavior) Aurora retires more capacity and the total system cost is lowered.
NOTE: This column is only used with MIP Solution Method using Chronological dispatch representation.
