Reliable Capacity Group Scalar Column

This is used in the Reliable Capacity Group Logic in Long Term Capacity Expansion and defines the portion of the resource capacity counted towards the total input capacity for the Reliable Capacity Group it is in. This is useful in differentiating resources of the same technology type in the same group. For example, if two batteries were in the same group, and the group's curve was developed based on a 4-hour battery, an 8-hour battery in the group might have a factor greater than one to account for its increased value to the group as a whole.
