Reliable Capacity Tranche Points Column

This is used in the Reliable Capacity Group Logic in Long Term Capacity Expansion and is an alternative way of defining how the tranches are created in the curve linearization. By default, the points are evenly spaced between 0 and the maximum capacity possible for the group, but if this input is specified it will override that logic and the Max Tranches input.
