Risk Outage Column
Column Type =Boolean
The optional Risk Outage column is used to set a flag indicating whether the record will apply the random forced outage with Mean Time To Repair (MTTR) methodology. A value of True/1 activates the frequency duration or convergent outage methodology. A null (no value) or False/0 turns off the risk method.

NOTE: If the FUEL reference is specified for this variable the value in the Fuel Table will be applied.
