Constraint ID Column

This optional column points to the Set ID column in the Constraint table. This column will only be used if the Constraint and Emission Price tables are included in the study.
NOTE: This column may have multiple values entering the ID in a comma delimited format, e.g. "NWPP,ORGHG".
