Minimize Reserve Margin Column (Optional)

When this column is set to True for a Long-Term run with Reserve Margin Targets, Aurora will seek to remove any excess new capacity above the reserve margin to get as close to the input reserve margin as possible.
This option internally adjusts the NPVs of the units considered for build/retirement in order to incentivize the optimization not to build past the input constraints. Generally, using the Planning Reserve Requirement Max constraint is a better method to limit the reserve margin, as opposed to this option, to avoid unexpected results from that NPV adjustment.
