Non-Commit Penalty Column
This column will have a value only for non-cycling units which are not committed in the current hour. It represents a premium above unit variable cost required for uncommitted non-cycling units to operate in the current hour. If the Use Econ Non-commitment Penalty switch in the Commitment folder of Simulation Options is selected, the penalty is calculated as one-half of the unit’s expected $/MWh loss if it were to commit times the unit minimum up time. If this switch is not selected the value is calculated as the unit variable cost times the standard non-commit penalty/100.
