This optional column is used to define the quantity of flow (capacity) between areas for the wheeling rate defined in the record in the negative direction. Units are MW and the entry cannot be negative. Tiered rates can be applied using the Counterflow Wheeling Tier column.
Example: On the tie flow from Central to West, the first 50 MW will have a wheeling charge of $5, the next 150MW will have a $10 charge and any flow over 200MW will get a $15 charge.
The total cost for 225MW would be 50MW*$5 + 150MW*$10 + (225-200)MW*$15 = $2,125.
The total cost for 250MW would be 50MW*$5 + 150MW*$10 + (250-200)MW*$15 = $2,500.
