Spill_Offset Column

This column will signify when an increase in capability is needed to prevent unnecessary spill. If present it will override the hourly shaping limits. The increase will be limited to the lesser of the value needed to reduce avoidable spill to zero or the RSet_Base_Capability. This column is populated when Record Type = Op.
