The total cost from wheeling for the path during the specified time period. It is calculated as the sum of Wheeling * Net_Load.
This is calculated as the sum of Wheeling * Output for each area-to-area link within a zonal link. For example, suppose ZoneA contains Area1 and Area3 and ZoneB contains Area2 and Area4. Individually, the area-to-area links for a specific hour look like this:
Area3_Area4: Wheeling = $2, Net_Load = 50, Capacity = 100
The Total_Wheeling_Cost for this zone link would be $1(100) + $2(50) = $200.
