Dispatch_Segment Column
This column defines the segment(s) for the records in the row. NULL/blank means the records are summarized for the total unit, while a number identifies the ordered segments as defined in the Heat Rate Definitions table. This column is most useful when using the Heat Rate Segment Logic.
NOTE: Dispatch_Segment = 1 will include the MIN segment and the first/next segment.
