Insufficient Warning Start
This setting controls when capacity insufficiency messages should be written as Info level or Warnings to the Status Window. The value determines the year of the study to begin reporting them as warnings.
This setting is useful when there are known/expected shortages in the early years of a study and the user does not want them written as warnings. For example, a region may have planning reserve margins as set by NERC or some other entity which has not yet been reached in the early years of the study. If set at 3, the setting will not report messages of insufficiency in the first 2 years.
