Description:	Charge applied to ramping down

Generator Ramp Down Charge is a charge applied to ramping down. This charge can be used to approximate the maintenance/wear-and-tear cost of ramping. The charge is applied to all Ramp between Min Stable Level and Max Capacity and also to the running down from Min Stable Level to zero. The cost incurred is reported in the property Ramp Down Cost.
