Generator Ramp Flexibility Up is the amount of unused ramp up capability given the current commitment state:

Ramp Flexibility Up_t = MIN ( Rating × Units Generating_t - Generation_t-1 - Ramp Up_t , Max Ramp Up × Units Generating_t × time - Ramp Up_t )

Other technical constraints are also included, such as the start and shutdown profiles. When the generator is starting or shutting down, it cannot provide any additional ramp up/down capacity.
