Generator Ramp Flexibility Down is the amount of unused ramp down capability given the current commitment state:

Ramp Flexibility Down_t = MIN ( Generation_t-1 - Min Stable Level × Units Generating_t-1 - Ramp Down_t , Max Ramp Down × Units Generating_t-1 × time - Ramp Down_t )

Other technical constraints are also included, such as the start and shutdown profiles. When the generator is starting or shutting down, it cannot provide any additional ramp up/down capacity.
