Generator Flexibility Down is the 'raw' amount of additional Generation that could be unloaded given the current commitment state and ignoring Max Ramp Down.

Note that this property is calculated by considering the units as an aggregation (not the unit-by-unit approach).

This property is calculated by the following formula:

Flexibility Down = MAX(0, Generation_t-1 - Min Stable Level_t × Units Generating_t-1 - RawRampDown)

where:

RawRampDown = MAX(0, Generation_t-1 - Generation_t)
