Description:	Object <name> defines [<value>] without [<value>].

Message 3260 is generated when a property is defined without a second, required property. Broadly, the second property is required for the first property to be 'meaningful'.

Examples of property combinations which generate this message include:

• A Generator which defines Min Up Time or Max Up Time without Min Stable Level (MSL). In the absence of MSL, on and off are not clearly defined. It is therefore possible for the Generator to be "on" at arbitrarily low dispatch levels, including 0MW. The Min Up time input will appear ignored in the output.
• A Battery which defines Min Up Time or Max Up Time without Min Discharge Level (as above).
• A pumped storage Generator which defines Min Pump Time or Max Pump Up Time without Min Pump Level (MPL). The logic is similar: without MPL, the Generator can "pump" at artbirarily low quantities, including 0MW. The min/max pump times will appear ignored.
• A Battery which defines Min Charge Up Time or Max Charge Up Time without Min Charge Level (as above).

In all cases, the remedy is to define the second property at a nonzero level.
