Reserve Generators Min Spinning Provision is the minimum spinning reserve provision when units are generating. The following constraint is added to the mathematical programming problem:

Spinning Reserve Provision ≥ Units Generating × Min Spinning Provision

Thus the minimum applies if-and-only-if the generator is 'on'. Note that this limit is relaxed when the generator is running up or running down since no reserve provision is possible during those periods. Note further that if Reserve Unit Commitment is toggled 'on' then the above constraint is applied if-and-only-if the units are selected for reserve provision.
