The Committed Heat Rate column allows the user to specify the heat rate that will be applied to the dispatchable resource capability during periods when the resource is committed. This will be applied to commitment and Must Run units. If this variable is zero or not given, then the Heat Rate entered for the unit will be applied. Commitment is performed at the zonal level.
NOTE: When using the Heat Rate Definitions table for heat rate segments, the Committed Heat Rate feature only works if the user specifies one base segment. For example, that can include situations in which there is a Min segment and a UBB segment, but only one non-Min or non-UBB segment. This is due to the nature of the input as an absolute heat rate.
NOTE: If the FUEL reference is specified for this variable the value in the Fuel table will be applied.
