Second Emission Rate ID Column

The Second Emission Rate ID column allows for a second fuel emission rate to be used. This column (similar to the Emission Rate ID column) is a reference pointing to the ID Column in the Emission Rate Table, but is applied to a second fuel, when applicable. This column should only be populated when there is also an ID specified in the Emission Rate ID column.
NOTE: Aurora will use the emission rate specified for the primary fuel as the default. This would occur in the event a unit has an emission rate defined for the primary fuel and also has a second fuel defined with no emission rate specified for the secondary fuel.
NOTE: If a resource with Accounting Emission Rates defined participates in an Emission Constraint, the accounting emission rates will be used for the constraint.
