For zones which have the Capacity Obligation Peak Months column populated, this value is equal to the Capacity_Obligation multiplied by the Capacity_Credit for the zone, appropriately adjusted for the Units. For example, the value for a single hour will be equal to:
[Capacity_Obligation] / 1000 * [Capacity_Credit] / 168.
